When is the best time to visit Quebec City, what restaurants should I not miss?

July or September in the summer or February for the winter Carnival. I have a personal preference for La Formage, s far as restaurants, but there are many good ones.

    The first guy has good dates. Restaurants: There are SO MANY good restaurants, it’s hard to find a bad one. Try Le jaune tomate, le cochon dingue, le lapin sauté, cosmos, le mundial (that one’s a bar too), Ashton (for the poutine), casse-crêpe breton, charbon, D’Orsay, L’Astral, l’entrecôte St-Jean, baton rouge, gambrinus, portofino, mon manège à toi, initial, vendome, Laurie Raphaël, etc.
