Four seniors from Toronto want to visit Quebec City . Cheapest public way to travel there? Where to stay?

We would like a B&B that is clean,reasonable . We want to take a city bus tour and walk a bit around the old section.Another day we’d like to go down the river on a tour.
Can you suggest the name of a B&B and a tour to take once we get there.? Do you know of a tour we could get in Toronto that would take us there? We eould be interested in approximate prices. Thank you.
